SCAG committees provide opportunities for involvement in regional programs. A number of subcommittees, task forces, and working groups report to the standing committees responsible for policy direction and review, while others are established on an ad hoc basis to assist with specific projects.

As SCAG's 84 member governing board, the Regional Council conducts the affairs of SCAG; implements the General Assembly's policy decisions; acts upon policy recommendations from SCAG policy committees and external agencies; appoints committees to study specific problems and programs; and amends, decreases or increases the proposed budget to be reported to the General Assembly.

The role of the Community, Economic and Human Development Committee is to study problems, programs and other matters which pertain to the regional issues of community, economic and human development and growth. This committee reviews projects, plans and programs of regional significance for consistency and conformity with applicable regional plans.
The CEHD Committee has oversight of the Growth Visioning and Growth Forecasting processes, as well as the Regional Housing Needs Assessment, the Intergovernmental Review effort and the monitoring and analysis of the Regional Economy.

The role of the Transportation Committee is to study problems, programs and other matters which pertain to the regional issues of mobility, air quality, transportation control measures and communications, and make recommendations on such matters to the Regional Council.
Major programs that are under the purview of Transportation Committee are Regional Transportation Plan (RTP), Regional Transportation Improvement Program (RTIP), Aviation, Highway, Transportation Finance and Transportation Conformity.

The Plans & Programs Technical Advisory Committee (P&P TAC) is charged with ensuring the technical integrity of the 2012 Regional Transportation Plan (RTP), including, but not limited to its assumptions, methodologies, and data used in developing the growth forecast, other underlying planning assumptions, and proposed strategies, including those associated with the requirements of SB 375. The P&P TAC also reviews and provides technical input to the performance analysis of Plan alternative strategies that meet federal and state requirements.

The RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The most recently completed RHNA planning period is January 1, 2006 to June 30, 2014. Due to the requirements of SB 375 SCAG is preparing the next RHNA planning cycle which will cover January 1, 2011 to September 30, 2021.

- Regionally Significant Transportation Investment Study (RSTIS) Peer Review Group

The RSTIS Peer Review Group, established by SCAG and governed by procedures adopted by the Transportation Committee, provides an interagency consultative forum for discussion of regionally significant investment alternatives, including investments to improve or expand corridors. It is composed of representatives from private and public stakeholder agencies.
