SCAG committees provide opportunities for involvement in regional programs. A number of subcommittees, task forces, and working groups report to the standing committees responsible for policy direction and review, while others are established on an ad hoc basis to assist with specific projects.

Regional Council

As SCAG's 84 member governing board, the Regional Council conducts the affairs of SCAG; implements the General Assembly's policy decisions; acts upon policy recommendations from SCAG policy committees and external agencies; appoints committees to study specific problems and programs; and amends, decreases or increases the proposed budget to be reported to the General Assembly.

Executive Administration Committee

The Executive Administration Committee is responsible for developing policy recommendations to the Regional Council on administration, human resources, budgets, finance, operations, communications, or any other matter specifically referred to the Committee by the Regional Council.

Community, Economic and Human Development (CEHD)

The role of the Community, Economic and Human Development Committee is to study problems, programs and other matters which pertain to the regional issues of community, economic and human development and growth. This committee reviews projects, plans and programs of regional significance for consistency and conformity with applicable regional plans.

The CEHD Committee has oversight of the Growth Visioning and Growth Forecasting processes, as well as the Regional Housing Needs Assessment, the Intergovernmental Review effort and the monitoring and analysis of the Regional Economy.

Energy and Environment Committee (EEC)

The Energy & Environment Committee considers environmental and energy issues of regional significance, including but not limited to air quality, water quality, solid and hazardous waste, habitat preservation, environmental justice, and environmental impact analysis.

Transportation Committee (TC)

The role of the Transportation Committee is to study problems, programs and other matters which pertain to the regional issues of mobility, air quality, transportation control measures and communications, and make recommendations on such matters to the Regional Council.

Major programs that are under the purview of Transportation Committee are Regional Transportation Plan (RTP), Regional Transportation Improvement Program (RTIP), Aviation, Highway, Transportation Finance and Transportation Conformity.

Joint Meeting Materials

While each SCAG policy committee is responsible for specific areas related to regional planning, issues sometimes arise within the region that pertain to all of the committees . To address these broad issues of concern, SCAG holds Joint Meetings of the Policy Committees on as as-needed basis several times a year.

The Aviation Technical Advisory Committee (ATAC) is a group of aviation professionals who meet monthly in an effort to provide SCAG with technical and professional expertise on regional aviation issues.

Goods Movement Subcommittee

The Goods Movement Subcommittee is formed at the direction of the Regional Council. Improving Southern California's global competitiveness is critical to a vibrant economy. Reliable freight transportation infrastructure provides the goods needed to sustain regional industries and consumers on a daily basis while promoting local and regional job creation.

High-Speed Rail and Transit (HSRT) Subcommittee

The adoption of the 2012 RTP/SCS illustrated the complex planning, rapid developments, and need for comprehensive policy formulation and consensus for high-speed rail, commuter rail and transit projects and initiatives in our region. Further, rail and transit’s role in meeting SB 375 GHG reduction goals in an environment of fiscal constraint requires a regular and on-going policy formulation process for the development of the 2016 RTP/SCS.

Public Health Subcommittee

The Public Health Subcommittee is formed pursuant to direction from the Regional Council in order to provide a forum for public health issues affecting regional planning, and to provide strategic and policy direction for SCAG on public health issues.

Regional Housing Needs Assessment (RHNA) Subcommittee

The RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The most recently completed RHNA planning period is January 1, 2006 to June 30, 2014. Due to the requirements of SB 375 SCAG is preparing the next RHNA planning cycle which will cover January 1, 2011 to September 30, 2021.

Regional Transportation Plan (RTP) Subcommittee

The Regional Transportation Plan (RTP) Subcommittee will help guide the development of the Draft 2012 RTP. The RTP Subcommittee will sunset upon approval of the Final RTP.

The Sustainability Subcommittee is formed pursuant to direction from the Regional Council in order to provide a forum for sustainability issues related to community development and land use planning.

Transit Technical Advisory Committee

The Transit TAC, made up of representatives from the Region's transit operators, provides a forum for coordination of input in the development of the Regional Transportation Plan and the Regional Transportation Improvement Program. Past discussion topics have included funding programs, intelligent transportation systems, transit-oriented development, and performance measures.

Transportation Finance Subcommitteee

The Transportation Finance Subcommittee is formed at the direction of the Regional Council. SCAG region’s transportation needs are rapidly expanding while resources to support these needs continue to diminish as fuel efficiency improves and gas tax rates remain unadjusted. At the same time, the cost of bringing our assets back into a state of good repair is projected to grow exponentially as the region continues to underinvest in system preservation and defer critical maintenance. Environmental constraints and lengthy project development processes also contribute to cost escalation and continue to impede the region’s ability to deliver critical projects. To effectively compete in the global economy, the region must strategically invest in transportation infrastructure while ensuring maximum return on investment.

Task Forces

Goods Movement Task Force

The role of the Goods Movement Task Force is to provide policy guidance in developing a more efficient goods movement system including improvements to the ports, trucking and rail systems, intermodal terminal access, and freight logistics.

Integrated Policy Task Force

The Integrated Policy Task Force reviews nexus between land use, transportation, and natural resources planning, as well as health and socioeconomic issues; develops communication methods for disseminating info to RC and elected officials.

Modeling Task Force

The Modeling Task Force coordinates the region's various modeling programs and provides a forum to share model-related information, new ideas and discuss data standards.

Working Groups

Regionally Significant Transportation Investment Study (RSTIS) Peer Review Group

The RSTIS Peer Review Group, established by SCAG and governed by procedures adopted by the Transportation Committee, provides an interagency consultative forum for discussion of regionally significant investment alternatives, including investments to improve or expand corridors. It is composed of representatives from private and public stakeholder agencies.

Technical Working Group

The primary purpose of the Technical Working Group (TWG) is to provide SCAG staff with a venue to vet technical matters as they relate to SCAG’s development of its regional plans, including the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS). As established by the SCAG Executive Director, the TWG will serve as an advisory group to SCAG staff, and will provide technical input as requested on SCAG planning studies, as well as other Regionally Significant Transportation Improvement Studies (RSTIS) conducted by SCAG and/or other partner agencies. The TWG shall not serve as a policy or legislative body of SCAG and therefore, meetings of the TWG are not subject to the Brown Act.
