SCAG committees provide opportunities for involvement in regional programs. A number of subcommittees, task forces, and working groups report to the standing committees responsible for policy direction and review, while others are established on an ad hoc basis to assist with specific projects.


Committees

Regional Council

As SCAG's 83 member governing board, the Regional Council conducts the affairs of SCAG; implements the General Assembly's policy decisions; acts upon policy recommendations from SCAG policy committees and external agencies; appoints committees to study specific problems and programs; and amends, decreases or increases the proposed budget to be reported to the General Assembly.

Executive Administration Committee

The Executive Administration Committee is responsible for developing policy recommendations to the Regional Council on administration, human resources, budgets, finance, operations, communications, or any other matter specifically referred to the Committee by the Regional Council.

Community, Economic and Human Development (CEHD)

The role of the Community, Economic and Human Development Committee is to study problems, programs and other matters which pertain to the regional issues of community, economic and human development and growth. This committee reviews projects, plans and programs of regional significance for consistency and conformity with applicable regional plans.

The CEHD Committee has oversight of the Growth Visioning and Growth Forecasting processes, as well as the Regional Housing Needs Assessment, the Intergovernmental Review effort and the monitoring and analysis of the Regional Economy.

Energy and Environment Committee (EEC)

The Energy & Environment Committee considers environmental and energy issues of regional significance, including but not limited to air quality, water quality, solid and hazardous waste, habitat preservation, environmental justice, and environmental impact analysis.

Transportation Committee (TC)

The role of the Transportation Committee is to study problems, programs and other matters which pertain to the regional issues of mobility, air quality, transportation control measures and communications, and make recommendations on such matters to the Regional Council.

Major programs that are under the purview of Transportation Committee are Regional Transportation Plan (RTP), Regional Transportation Improvement Program (RTIP), Aviation, Highway, Transportation Finance and Transportation Conformity.

Aviation Technical Advisory Committee

The Aviation Technical Advisory Committee (ATAC) is a group of aviation professionals who meet monthly in an effort to provide SCAG with technical and professional expertise on regional aviation issues.

The Plans and Programs Technical Advisory Committee is charged with coordinating and ensuring the technical integrity of the RTP, including the overall technical analysis of the RTP as well as specific assumptions for finance, growth, aviation, freight, and modeling.

Transit Technical Advisory Committee

The Transit TAC, made up of representatives from the Region's transit operators, provides a forum for coordination of input in the development of the Regional Transportation Plan and the Regional Transportation Improvement Program. Past discussion topics have included funding programs, intelligent transportation systems, transit-oriented development, and performance measures.

Task Forces

Aviation Task Force

The Aviation Task Force was re-established to update the adopted aviation plan to account for new economic trends, changes in air passenger travel behavior, airport security procedures after the 9-11 terrorist attack and new local aviation policy decisions.

Benchmarks Task Force

The Benchmarks Task Force, which consists of elected officials and issue expert representatives in the region, has been providing guidance to staff in preparing the annual State of the Region report.

Goods Movement Task Force

The role of the Goods Movement Task Force is to optimize the region's transportation system through increases in economic efficiency, congestion mitigation, safety and air quality improvements, and enhancements to system security. In doing so, all modes of freight are being evaluated, ultimately resulting in a series of new recommendations and policies regarding infrastructure improvements.

Maglev Task Force

The Maglev Task Force serves as a technical and advisory forum in the development of an intra-regional Maglev transportation system to strategically connect the major airports and to augment a balanced distribution of aviation demand and services in the region.

Solid Waste Task Force

The purpose of the Solid Waste Task Force is to advise the Energy and Environment Committee and the Regional Council on solid and hazardous waste issues in the SCAG region. The Solid Waste Task Force identifies relevant legislation and guides the development of the Solid and Hazardous Waste chapter of the Regional Comprehensive Plan.

Water Policy Task Force

The mission of the Water Policy Task Force is to advise the Energy and Environment Committee and the Regional Council on water supply and water quality issues affecting the long-term sustainability of communities and industry within the watersheds of the SCAG region.

Regionally Significant Transportation Investment Study (RSTIS) Peer Review Group

The RSTIS Peer Review Group, established by SCAG and governed by procedures adopted by the Transportation Committee, provides an interagency consultative forum for discussion of regionally significant investment alternatives, including investments to improve or expand corridors. It is composed of representatives from private and public stakeholder agencies.
