Draft Connect SoCal 2024 Notice of Availability & Public Hearings

Draft Connect SoCal 2024–the draft 2024-2050 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) and draft 2023 Federal Transportation Improvement Program (FTIP) Amendment #23-26.

The Southern California Association of Governments (SCAG) has prepared the draft Connect SoCal 2024 plan (or “the Plan”) in compliance with applicable federal and state statutes and regulations. The draft Connect SoCal 2024 plan is a long-range visioning plan developed and updated by SCAG every four years. The Plan balances future mobility and housing needs with economic, environmental and public health goals while meeting greenhouse gas emission reduction targets set forth by the California Air Resources Board. The Plan is officially available for public review and comment beginning Nov. 2, 2023, through Jan. 12, 2024.

Included as part of this public review of the draft Connect SoCal 2024 plan is the draft 2023 FTIP Amendment #23-26. Federal requirements stipulate that the FTIP must be consistent with the new RTP. The 2023 FTIP Amendment #23-26 fulfills this requirement.

The draft Connect SoCal 2024 plan is available online at connectsocal.org. The draft FTIP Amendment #23-26 is available at scag.ca.gov/2023-proposed-amendments. Both documents are available for public review at SCAG’s main office in Los Angeles and its regional offices in Imperial, Orange, Riverside, San Bernardino and Ventura counties. Both documents can also be accessed online at public libraries throughout the region. SCAG’s Regional Council is scheduled to consider approval of the final Connect SoCal 2024 plan and FTIP Amendment #23-26 in early April 2024.

SCAG will hold a series of public hearings regarding the draft Connect SoCal 2024 plan and the draft FTIP Amendment #23-26. The public hearings will be held concurrently at multiple locations on the following dates and times:

  • Monday, Dec. 4
    4 – 6 p.m.
  • Tuesday, Dec. 5
    2 – 4 p.m.
  • Friday, Dec. 8
    10 a.m. – Noon

Public hearings will be held in a hybrid format. Participants can participate virtually or at a SCAG regional office.

The purpose of the public hearings is to receive public input and comments regarding the draft Connect SoCal 2024 plan and the draft FTIP Amendment #23-26, which may be used to make adjustments to the Plan and FTIP Amendment #23-26 where appropriate. SCAG encourages interested parties to submit written comments and/or written information prior to the public hearings. Written comments will be accepted until 5 p.m. on Friday, Jan. 12, 2024, and may be submitted using an online form at connectsocal.org or sent by U.S. mail to:
