In accordance with the California Environmental Quality Act (CEQA), the Southern California Association of Governments (SCAG), as Lead Agency, prepares a Program Environmental Impact Report (PEIR) for the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), which is updated every four years.
The program level environmental report conducts a regional-wide assessment and discloses potential impacts of the RTP/SCS on the environment at a regional level. The PEIR also considers program-wide mitigation measures and broad policy alternatives. The PEIR provides a foundation for subsequent, project-specific environmental reviews that may be conducted by local implementation agencies serving as CEQA lead agencies for later projects with narrower scope.
The PEIR for the adopted 2020-2045 RTP/SCS, referred to as Connect SoCal 2020, is SCAG’s latest certified PEIR. Getting Ready for the Connect SoCal 2024 PEIR
SCAG is getting ready to prepare a PEIR for the upcoming RTP/SCS, referred to as Connect SoCal 2024. Similar to previous PEIRs, the Connect SoCal 2024 PEIR (2024 PEIR) will conduct a regional-wide assessment and disclose potential impacts of Connect SoCal 2024 on the environment. The 2024 PEIR will also consider program-wide mitigation measures and broad policy alternatives.
What will the Connect SoCal 2024 PEIR analyze?
The 2024 PEIR will conduct a region-wide analysis of the potential effects of Connect SoCal on the environment. Although Connect SoCal 2024 will include many transportation projects, the 2024 PEIR will not specifically analyze environmental effects of any individual transportation or land use development project. Project-level environmental analyses will be conducted and prepared by implementing agencies serving as CEQA lead agencies on a project-by-project basis as individual projects proceed through the design, development, and decision-making process.

Notice of Preparation
SCAG is currently getting ready to release a Notice of Preparation (NOP) of a Program Environmental Impact Report for Connect SoCal 2024. The NOP will formally initiate the CEQA process with respect to the 2024 PEIR and will alert responsible agencies, interested agencies, organizations, and individuals of the preparation of the PEIR. A required 30-day public review and comment period will commence after the release of the NOP. SCAG will also be hosting virtual scoping meetings to gather public input as to the scope and content of the environmental information to be included in the 2024 PEIR. Stay tuned for more details!
