The Southern California Association of Governments (SCAG) is conducting an extensive search for a planning professional to serve as the Manager of Housing and Economic Empowerment. As the manager over this newly formed department, this position will develop new, and oversee existing programs focused on meeting the region’s Regional Housing Needs Assessment (RHNA), accelerating housing production, supporting restorative justice, and providing economic empowerment opportunities to communities across the 6-county SCAG region. In coordination with the Deputy Director of Planning, Director of Planning, Executive Team and SCAG’s Regional Council, the Manager of Housing and Economic Empowerment will play a critical role in developing SCAG’s housing-related legislative agenda and shape the future of SCAG’s housing program by identifying ongoing funding sources and partnerships.

The successful candidate will need to be a strategic thinker with excellent problem-solving skills. The Manager of Housing and Economic Empowerment will be an expert on housing and land use policies and related program development, with an emphasis on local level implementation. With this expertise, the ideal candidate will bring an understanding of the key external partners (other government entities, non-profits, philanthropy, trade associations, etc.) that can help SCAG successfully launch and grow the housing and economic empowerment programs. The selected individual will be an engaging and effective communicator who is comfortable making formal and informal presentations to a wide variety of audiences.

The new Manager of Housing and Economic Empowerment will also be an organizer, coach, and motivator who prioritizes staff growth and development to achieve shared goals and objectives, and a customer advocate who will strive to make SCAG staff successful in their work. Importantly, the Manager of Housing and Economic Empowerment will be a strategic and thoughtful leader who  collaborates with the Planning Division in achieving SCAG’s mission and goals and will have the ability to translate technical information to all levels of staff, elected officials and stakeholders as required.
