The Draft Amendment 3 to the Connect SoCal 2020 (2020-2045 Regional Transportation Plan/Sustainable Communities Strategy “2020 RTP/SCS” or “Connect SoCal 2020”) and the Draft 2023 Federal Transportation Improvement Program (FTIP) Consistency Amendment #23-03 including the associated transportation conformity analysis are available for public review and comment. Information on how to provide public comment is contained in this notice.
The Southern California Association of Governments (SCAG) has prepared the Draft Amendment 3 to the 2020 Connect SoCal in compliance with the adopted Connect SoCal 2020 and all federal and state requirements. Included as part of this public review is the 2023 FTIP Consistency Amendment #23-03. Federal requirements dictate that the FTIP must be consistent with the Regional Transportation Plan. The 2023 FTIP Consistency Amendment #23-03 fulfills this requirement.
A major component of 2020 Connect SoCal is a project list that contains thousands of individual transportation projects throughout the SCAG region. Since the initial adoption of Connect SoCal 2020, some of these transportation projects have experienced technical changes that are time-sensitive. In addition, the county transportation commissions in the SCAG region have identified new priority transportation projects, as well as projects that are no longer identified as priorities. The Draft Amendment 3 to the Connect SoCal 2020 and Draft FTIP Consistency Amendment #23-03 are needed to allow these projects to proceed in a timely manner. The 30-day public review and comment period for the Draft Amendment 3 to the Connect SoCal 2020 and Draft 2023 Consistency Amendment #23-03 begins on Jan. 6, 2023, and ends on Feb. 5, 2023, at 5 p.m.
