Annual Listing of Obligated Projects

Overview

Federal law, Title 23 CFR §450.334, requires that the Southern California Association of Governments (SCAG), as the Metropolitan Planning Organization (MPO) for the six county transportation commissions (CTCs) region of Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura, publish a listing of projects that obligated federal transportations funds in the previous federal fiscal year including investments for highway improvements, transit, rail and bus facilities, high occupancy vehicle lanes, bicycle and pedestrian transportation facilities, signal synchronization, intersection improvements, freeway ramps, etc.

The annual listing report includes all federally funded projects authorized or revised to increase obligations in the preceding program year. The report is divided into two sub listings: the Federal Highway Administration (FHWA) funded projects, which includes state and local highway projects, and the Federal Transit Administration (FTA) funded projects, which includes transit projects. The obligation report information is derived using Caltrans, FHWA, FTA, and SCAG data sources.

In the SCAG region, the CTCs, in communication and collaboration with local agencies, public transportation operators and the public, work to develop their respective county transportation improvement program. SCAG, in consultation and coordination with the State, CTCs, along with public transportation operators, compiles the obligation information to produce and publish the annual listing of obligated projects according to public participation criteria for the FTIP. Note: Projects included in the Annual Listing of Federally Obligated Projects may have additional federal funds programmed in future fiscal years of the FTIP.
