Regional Council Authorizes Draft 2027 FTIP and Connect SoCal 2024 Draft Amendment 2 for Public Comment

On July 2, SCAG’s Regional Council authorized public comment for the Draft 2027 Federal Transportation Improvement Program (FTIP) and Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy Draft Amendment 2 for public comment. SCAG will now conduct a public review and comment period for the Draft 2027 FTIP and Connect SoCal 2024 Draft Amendment 2 from July 6 to Aug. 4. 

The public comment period allows anyone in Southern California—residents, stakeholders, community organizations, public agencies, and transportation partners—to review the draft documents and provide feedback. Input received during this process helps SCAG evaluate the proposed documents, identify potential concerns, and make revisions where appropriate before final adoption. 

Every day, millions of Southern Californians rely on the transportation network to get to work and school, to shop and visit the doctor, and to participate in recreational activities. All of the transportation modes available in Southern California—streets and highways, buses and rail lines, and bike lanes and sidewalks—are supported by long-term transportation planning and investment decisions. 

The Draft 2027 FTIP and Connect SoCal 2024 Draft Amendment 2 help determine how transportation projects across the six-county SCAG region move from planning to implementation. Together, these documents identify transportation investments that will improve mobility, enhance safety, support economic growth, reduce environmental impacts, and expand transportation options for everyone throughout Southern California. 

As the metropolitan planning organization for Southern California, SCAG is responsible for developing both Connect SoCal and the FTIP for the six-county region. SCAG works closely with county transportation commissions, local governments, transit operators, state agencies, federal partners, and community stakeholders to ensure transportation investments reflect regional priorities and comply with applicable planning, environmental, and funding requirements. Public participation is an important part of this process for transportation investments to reflect regional priorities and improve the quality of life for current and future generations.

Public Hearings 

In addition to accepting written comments, SCAG will host two public hearings where participants can learn more about the draft documents and provide official comments. 

  • July 21, 6 p.m.
  • July 28, 10 a.m. 

Both hearings will be virtual, present the same information, and remain open for a minimum of 30 minutes based on participation.

Following the public review period, SCAG staff will review all comments received, prepare responses, and incorporate changes where appropriate before presenting the final documents to SCAG’s Regional Council for consideration and adoption.
