“Curb Space Management – Local Lessons” Toolbox Tuesday Now Available Online

On April 7, SCAG hosted the “Curb Space Management – Local Lessons” Toolbox Tuesday session. Attendees learned about the projects SCAG, local agencies, and private sector stakeholders have tested to address emerging constraints on curb space. 

Curb space has become one of the most constrained resources in a city, as increasingly large personal vehicles, ride-hailing services, dockless scooters, and the COVID-19-era shift toward delivery services all require increasing use of limited street and curb space. As a result, cities face new challenges with on- and off-street parking, congestion, and first/last mile connections. 

SCAG has been studying curb space challenges from a regional perspective since the “Last-Mile Freight Delivery Study,” published in 2020. This session examined what SCAG, local agencies, and private sector stakeholders have learned through the “Curb Space Management Study” (2022), “Curb Space Data Inventory Study” (2024), and “Zero-Emissions and Smart Delivery Zones Study” (2025), which produced data-driven curb management strategies, practical policy guidance, and technology-based solutions tailored to diverse local contexts. These studies advance collaborative pilot concepts and implementation plans for participating cities, which can be useful case studies for communities seeking solutions to their curb space challenges. 

Guest speakers Cristina Martinez, AICP, associate manager at Arcadis; Eric Tunell, senior urban planner at Arcadis; and Jacob Malleau, head of product for CurbIQ at Arcadis, shared examples of curb space management pilot projects from across the region, including in Los Angeles, Riverside, Santa Ana, Anaheim, Santa Monica, Long Beach, and Stanton. The presentation synthesized best practices and lessons learned from previous studies to help local jurisdictions implement curb space management best practices at their own curbside, including example typologies, roadmaps, work plan templates, and step-by-step guidance.
