SCAG Launches Local Data Exchange for Connect SoCal 2050

SCAG has launched the Connect SoCal 2050 Regional Transportation Plan/Sustainable Communities Strategy process, with adoption anticipated in spring 2028. As the region’s guiding long-range plan, Connect SoCal 2050 will align transportation, land use, and sustainability strategies across Southern California. 

Now in the early “Data Collection and Policy Development” phase, initial analysis points to slower population growth driven by aging population, lower birth rates, and reduced immigration—trends that will shape travel patterns, economic activity, and funding needs. A Draft Policy Development Framework will guide policy updates in collaboration with SCAG’s Regional Council and policy committees. 

A key component of Connect SoCal 2050 is the Local Data Exchange (LDX), a collaborative process to gather input from jurisdictions across the region. The LDX process supports SCAG’s work to establish a forecasted regional development pattern that is: 

  • Rooted in local planning policies
  • Aligned with state policy
  • Steered by a regional vision 

Participating jurisdictions will: 

  • Review preliminary data and maps covering land use, growth, and development trends.
  • Provide updates to locally maintained land use and development information.
  • Complete a planning survey. 

In addition, SCAG will host one-on-one meetings with each jurisdiction beginning in April 2026, creating a dedicated opportunity for local agencies to share input and align regional assumptions with local priorities. All LDX input is due by Nov. 20 so it can be incorporated into modeling, policy refinement, and draft plan development in 2027. 

By integrating local data and priorities, the LDX supports Connect SoCal 2050 with current local information while strengthening alignment between regional strategies and local goals. SCAG will continue engaging partners and the public throughout the process leading up to adoption in spring 2028.
