Regional Council Adopts Updated Public Participation Plan

At its Feb. 5 meeting, the SCAG Regional Council adopted an update to SCAG’s Public Participation Plan (PPP).  Any agency receiving federal funding is required to have a PPP outlining its commitments to representative, accessible, and effective public and stakeholder participation in the development of its plans, programs, and initiatives. 

SCAG’s 2026 PPP lays out standard methodology for engagement rooted in SCAG’s strategic priorities, legal requirements, and recognition that meaningful input leads to better planning outcomes. These standards are representative input, federal and state compliance, and communication best practices. The document also organizes audiences into three broad categories of SCAG interactions: public entities, stakeholders, and the general public.  

Prior to the Regional Council vote, SCAG’s 2026 PPP underwent a public review period. After the SCAG Legislative/Communication and Membership Committee approved the Proposed Draft PPP for release last September, the document was circulated for 45 days, from Sept. 22 to Nov. 7, 2025. After reviewing all comments and incorporating them into the document where appropriate, staff presented the Proposed Final PPP to the Executive/Administration Committee in February, where it was recommended to the SCAG Regional Council for approval.  

SCAG’s PPP update is an early milestone in the development of the Connect SoCal 2050 Regional Transportation Plan/Sustainable Communities Strategy. The updated PPP will be provided to the Federal Highway Administration and Federal Transit Administration as required and is available on the SCAG website
