SCAG Advances Federal Transit Funding for LA28 Games Mobility Improvements
On July 2, the SCAG Regional Council approved submission of a split letter to the Federal Transit Administration allocating $89.5 million in fiscal year 2026 Olympic and Paralympic Formula Funding to the Los Angeles County Metropolitan Transportation Authority (Metro). As the region’s designated recipient of the Los Angeles-Long Beach-Anaheim Urbanized Area’s funds, SCAG is required to document how the funding will be distributed in the region.
The allocation will support transportation improvements and transit operations associated with the 2028 Summer Olympic and Paralympic Games, allowing Metro to advance priority projects that enhance mobility, accessibility, and the overall transit experience during the LA28 Games.
Transportation Demand Management Preparations Advance with Continued Forums and Resource Guide Update
As the region marks the two-year countdown to the LA28 Games, SCAG and regional partners are advancing the next phase of mobility planning and implementation. On July 2, the SCAG Transportation Committee received an update on the 2028 Games Regional TDM Strategic Plan. The plan builds on the Regional TDM Approach that the Regional Council approved in May and highlights the implementation framework and key strategies guided by four programmatic categories: regional communications and outreach, regional wayfinding, mobility and access programs, and regulatory and operational policies. The Transportation Committee also heard an update on the Games Route Network, a TDM-aligned strategy led by Caltrans. The final TDM Strategic Plan will be shared with the Transportation Committee and Regional Council in September 2026, following further refinement and stakeholder input.
As part of this planning effort, SCAG has continued regional stakeholder engagement, hosting the quarterly Passenger and Freight Regional TDM Forums in June. Stakeholders from across the region continue to tune in, with more than 150 attendees participating in both forums. At the June Passenger TDM Forum, attendees received updates on the Games Route Network from Caltrans, the Games Enhanced Transit System from Metro, the Regional TDM Strategy and TDM Communications Strategy from SCAG, and the latest planning updates from LA28. At the June Freight Industry TDM Forum, LA28 provided an update on logistics, transportation, and security plans, and SCAG introduced a planning tool used to further understand freight demand and analyze potential scenarios for the Games TDM work. The next Passenger and Freight Forums are tentatively scheduled for September 2026.
SCAG released another update to the Games TDM Resource Guide, providing the latest resources, best practices, and examples to support LA28 Games TDM planning. The most recent edition includes new mega-event resources and updates, including additional FIFA World Cup 2026 activations and recently announced LA28 Games initiatives. The update also includes information on LA28's First Friday webinar series, which is open to the public and provides regular updates on Games planning, milestones, and preparations. The next resource guide update will highlight key takeaways and lessons learned from the World Cup to inform regional preparations for the LA28 Games.
FIFA World Cup Provides a Testing Ground for LA28 Games Mobility Efforts
The FIFA World Cup, currently underway with multiple games in Inglewood, is showing how transit can, and will, play an essential role as a TDM and congestion solution for the LA28 Games. The Metro’s enhanced transit service has seen over 100,000 rides, and rail ridership on the Metro system has increased across the system on game days. SCAG and partner agencies are also participating in Metro’s World Cup Observers Program to capture lessons learned and apply them to LA28 Games planning.
SCAG to Launch ‘Community Hubs for Mega-Events Needs Assessment’ Survey
SCAG will launch the Community Hubs for Mega-Events Needs Assessment Survey in July to understand how local jurisdictions are planning fan zones and community hubs for the 2028 Summer Olympic and Paralympic Games. The survey will help identify current planning efforts, resource needs, and funding gaps, enabling SCAG to provide targeted technical assistance and support as jurisdictions prepare for the LA28 Games.
As an early step in SCAG’s Community Hubs Toolkit and Activation Program, the survey will inform the development of a toolkit to support fan zone and community hub planning and help shape future activations across the SCAG region. Findings will also guide funding opportunities and technical assistance by identifying the resources jurisdictions need most to plan, implement, and activate community hubs during the LA28 Games.
