Inclusive Economic Recovery Strategy

Overview

The Inclusive Economic Recovery Strategy (IERS) Work Plan was developed to deliver on President Rex Richardson’s 2020/2021 Work Plan and as an early activity of the Racial Equity Early Action Plan. The Work Plan is structured around the three work phases of listen, convene, and catalyze. It builds on listening sessions and data collection produced between July and December 2020, and the Racial Equity Baseline Indicators generated by the SCAG Equity Working Group based on the National Equity Atlas.

This work includes: a literature review of best practices in economic development and driving policy work through a racial and social equity lens; a catalog of economic and community development organizations in each region; research on economic recovery efforts underway at the regional, state, and federal levels; and a reference list of public funding sources for economic development.

In Spring 2021, SCAG hosted 20 convenings with stakeholders across the SCAG region, including stakeholders from the private, public, and government sectors. The purpose of the convenings was to vet the principles and focus areas, learn about existing efforts across the region, identify strategies from stakeholders and practitioners and identify opportunities for coordination and collaboration. SCAG staff has combined the initial research and listening/convening findings to develop a document summarizing findings and draft recommendations for the IERS. The current draft incorporates extensive stakeholder feedback.

The draft recommendations listed in the IERS focus on the strategies and actions that SCAG is well-positioned to lead or implement with an appropriate partner. It is important to note that to move forward with implementing the concepts presented in the IERS, funding sources for staff and professional support must be identified. The draft Inclusive Economic Recovery Strategy will be presented at the Regional Council on May 6, 2021. With additional feedback from the Regional Council and stakeholders, the final report will be released in Summer 2021.

WE WANT TO HEAR FROM YOU

SCAG is seeking stakeholder input on the findings and proposed recommendations for the final Inclusive Economic Recovery Strategy. All stakeholders who live or work in the SCAG 6-County region (Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura counties) are encouraged to:

  1. Review the draft IERS Findings and Recommendations.
  2. Submit suggestions for recommendation revisions, suggestions for recommendations that should be prioritized, and suggestions for new comments/findings and recommendations.

The public comment period will be open May 6, 2021, through 3:00 p.m. on June 4, 2021. All comments should be sent to economicrecovery@scag.ca.gov.
