PATH Metro Villas Phase 2 provides permanent supportive housing for individuals and veterans who are chronically homeless, living with multiple chronic health conditions, homeless, or low-income and provides first-last mile improvements along Beverly Boulevard to connect folks to the Beverly/Vermont train station.

Project Components

HOUSING
  • 122 affordable units at 30-60% AMI
  • Density of 140 units/acre
TRANSPORTATION
  • Bike sharing station located nearby with 61 spots for overnight bike parking

  • Pedestrian enhancements that include sidewalk repair, new curb ramps, and accessible pedestrian signals (APS) for three intersections for the visually impaired

  • Supports improvements called for in Metro’s First Last Mile Strategic Plan and City of LA’s Mobility Plan 2035

INNOVATIVE PROGRAMMING
  • The Bike PATH Program is a residential bike share program that provides bike share, training, group rides, and bike repair through partnership with local bicycle organizations

  • 25 new bicycles will be purchased and made available to residents, along with lights and helmets, after they complete the bicycle safety training program

7th and Witmer Apartments

Developer: Deep Green Housing and Community Development

The 7th and Witmer Apartments project was ​awarded $16.76M in Round 2 of the AHSC program. The project creates a new bike share station within Metro’s and LADOT’s bike share network and provides significant pedestrian amenities throughout the surrounding neighborhood. The developers also worked with the community to develop anti displacement strategies and workforce opportunities.

Project Components

HOUSING
  • New construction of 76 permanent supportive housing units for chronically homeless individuals, with ground floor for retail, services, and community facilities
  • FAR of 3.3, greater than the minimum requirement of 2.2 for dense urban areas
TRANSPORTATION
  • Partnership with Metro & LADOT to create one new bike share station with 18 bikes
  • AHSC grant for startup costs ($100,000) and 2 years O&M ($60,000)
  • Improve walking and biking infrastructure by installing pedestrian lights, repairing sidewalks, replacing street trees, building curb extensions and bus platforms
ANTI-DISPLACEMENT STRATEGIES
  • 8% tax credit to local construction companies
  • Small business assistance programs for relocation and other guidance
  • Refer residents to workforce development/job training programs and the Downtown/Pico Union WorkSource Center
  • Implement a local hiring program with the Vernon-Central/Los Angeles Trade-Technical College WorkSource Center for construction-related work

Sun Valley Senior Housing

Developer: East LA Community Corporation (ELACC)

The Sun Valley Senior Veterans’ Apartments achieves greenhouse gas reductions through high density, infill development in a low-density, suburban center and low-impact development strategies, while providing supportive units for low-income, chronically homeless, and disabled senior veterans.

Project Components

HOUSING
  • 96 units affordable at 60% AMI
  • Density of 66 units/acre
  • 60+ trees will be planted to buffer development from the I-5 freeway
TRANSPORTATION
  • New sidewalks, ADA ramps, continental crosswalks, striping, curb extensions, and increased lighting along the Sheldon Road corridor

  • Bus stop improvements including bus shelters and benches

  • Implements pedestrian improvements to Sheldon Road identified in the Mobility Plan and Vision Zero initiative

PROGRAMS
  • Purchase of two vans for the Transit Connect Program (TCP) which takes senior residents to the Woodland Metro Orange Line Station, the Sun Valley Metrolink Station, and adjacent bus stops, increasing transit ridership and improving connectivity to jobs and services

  • Fully subsidized transit passes that residents can use on multiple transit systems, enabling them to get to Veteran Affairs clinics in Downtown Los Angeles, West Los Angeles, and the City of Commerce

Developer: Skid Row Housing Trust

Six Four Nine Lofts provides housing and services for very low income individuals who have experienced homelessness, for whom transit access is a necessity. It also provides critical first-last mile improvements including a bike share program and a comprehensive scope of sidewalk and crosswalk improvements.

Project Components

HOUSING
  • 55 affordable units at 30-50% AMI
  • Density of 162 units/acre
  • Mixed use development integrated with a federally qualified health center on the first three floors
TRANSPORTATION
  • Bike and pedestrian improvements include ADA sidewalks and a protected bicycle lane along 7th Street, from 7th/Main to 7th/San Pedro, that extends the existing bike lane along 7th Street to the Skid Row district

  • Partnership with Metro to create a Metro Bike Share station. Skid Row Housing Trust will use AHSC to fund operations and maintenance for the first two years

GREENHOUSE GAS REDUCTIONS

Creates links to major job and commercial centers less than one mile away (Fashion District and Downtown)

Developer: Coachella Valley Housing Corporation (CVHC)

The Coachella Valley Housing Coalition (CVHC), along with its partner the United States Veterans Initiative (U.S. VETS), is developing a 138-unit, 100% affordable apartment for the many veterans who find themselves without adequate housing and public green space. CVHC and U.S. VETS are creating a community to help veterans “get back on their feet” by providing job assistance training, financial literacy classes, case management, counseling and career opportunities.

TRANSPORTATION
  • Every resident receives a monthly bus pass from the Riverside Transit Agency
PROGRAMS
  • CVHC and U.S. VETS will expand U.S. VETS existing vanpool program. U.S. VETS currently takes veterans several times a day from the Moreno Valley location to the Veterans Affairs Hospital at Loma Linda. This vanpool service also takes veterans on job interviews, to the grocery store, and to run other errands around the community
